In that condition your IPS can easily monitor you but if you are using VPN and wants to connect with google.com then VPN makes a packet of what you are searching and request your ISP to connect with his server (VPN server) when you connect with VPN server VPN server open you the packet and connect you to the google.com that’s why your IPS can’t get any information about what your searching they just know you are connecting to a server That’s How VPN works.
